Hello and Welcome to TSF
Maybe the modem driver is not on the Restore cd. Do you have a make/model of the modem? Is there a yellow ? in the Device Manager?

This has long been one of the mistakes made by home users who reinstall windows, they assume that windows knows what devices they have and installs drivers and everything works just fine. The problem is that windows comes with an assortment of generic and commonly used drivers (the kind used in safe mode) but not the specific ones for your specific hardware and not the latest available. XP has far more than Win9x/ME but even then you should always make sure you know what hardware you have and have downloaded the drivers and burned them to CD.
Manufacturers got tired of all the calls to tech support from people who had reinstalled windows and could not get their hardware to work that they changed from a windows OS based recovery, where a tech would go to the manufactures web site for a list of parts and a driver pack download them and save them then repartition, format and clean install windows and install all the drivers and configure things. Instead, they opted for the nobrainer approach of creating a recovery cd which used an image of the drive as it was when it left the factory. In fact, this way they just made one master image at the factory for each model , copied it to the recovery cds and installed it to the drives there. But what happens if anything new is added or a component (like the modem) fails and is replaced? Well then you will need to install its driver if you want windows to be able to see and use the device. You see, a driver is software which tells windows what the device is and how to talk to it. If windows has no idea what the device is, it may not even show up as an unknoown device; it may not even turn on (this is the case of most winmodems or software modems, where the actual modem card does very little other than connect the computer to the phone line , all the real work is a program that runs on the computer but is specific to the modem card used). So, how can you deal with this problem? I recommend Everest home edition free system analysis tool Go to Devices / Physical devices See if you can find your modem there. You should see something like this Field Value Bus 0, Device 8, Function 0 Harmonics (Conexant) HSF 56k HSFi Modem You may also find it under PCI devices Device Description Harmonics (Conexant) HSF 56k HSFi Modem From there you can find the drivers with google.
