help please

i have an hp with win 98 using verizon fiber optic for net runs fine for a while but then out of no where mouse arrow go nuts screen as well everything starts flashing only way to get out is control alt delete and sometimes have to completely shut down power thx for any and all advice

Could be a video drive issue. Download the latest drivers from the manufacturer's website and load them.

Another possibility is the card is overheating. Does it have a fan? If so, it may be dying out. You can replace them (it's pretty easy), and/or install a slot fan to help it out.
