Your problem amounts to this. Running in safe mode does exactly as you say, minimal resolution, minimal, "can't fail, has to work" drivers and settings. Your only real problem appears to be the resolution settings in windows normal mode. The best way i see, and it's also the easiest/simplest, is to open the device manager from safe mode, and remove the monitor from the devices list. Amounts to clicking the Display in the list, the properties button and remove the monitor. When you reboot windows, select boot windows normally, the device manager will prompt you to install the monitor, since it will detect it as new hardware. There you should be able to set it up correctly.
