Black border after safe mode diskscan & defrag

My Toshiba Tecra 530CDT, ungraded to Win98SE (only 64 MB RAM, 2 GB HD), developed a 1" - 2" black border around a smaller screen after I ran scan disk and disk defrag in safe mode (would not run otherwise,). Display settings will only allow 640 x 480, 16 colors. Attempts to change revert back and message is "Display settings: The adapter type is incorrect, or the settings do not work with your hardware".

Toshiba also has a Win98 video driver update to install over that Win95 video driver.
