Need Help with "Registry Configuration Error?"

I have a computer running on Windows ME, and during start-up, it flashes to a black screen, and says that there was a "Registry/configuration Error" and gives me four choices:

1.) Normal
2.) Logged (\BOOTLOG.TXT)
3.) Safe Mode
4.) Step-By-Step Confirmation

Use SCANREG to correct this error

When I go into safemode, the screen goes gray, and nothing else happens. How can I get past this, and what is the SCANREG, and how can I use it?
