Win98-goes to Safeto turn off...on bootup

I'm running Win98 - 2 hard drives both with win98 - using Boot Magic 7.0 to select drive. System worked fine before. Did not use it for several months. On first boot one drive goes immeadiately to the "It is now safe to turn off your computer" screen. Windows does not open at all. Other drive works perfectly so I don't think it is bios related. Any thoughts? Thx.

Locate the file Keyboard.drv on the working drive and copy it to the same folder on the non-working drive.
