Someone gave me a computer...
that was apparently damaged when a storm hit her area last summer. When you turn the machine on all you hear is what sounds like a recording saying 'Your CPU may have a problem'. My question is.....Does it apear to be 'fried' from the storm?

We need more information about the computer in order to help you.
Look on the case for a model number and/or a brand name

when you start it up, does ANYTHING show up on the monitor at all?
if so, tell us exactly what it says. if not, then i fear you will need to pop the cover off the machine, and look all over the motherboard for some silkscreened words. (i have noticed that they almost always write it between the pci slots.) if you manage to find a model number, we can start from there. chances are, you are looking at quite the adventure. also, i wanted to mention that a ton of ASUS board come with voice post, with a girls voice, and it will come through the speakers. it will say things like that, and it will tell you about overclock errors too. so, if it sounds like a 30 year old woman, then it's prolly an ASUS. if so, then a normal condition would report: "system completed power on self test, now booting from operating system."

well, if the motherboard is talking out the sound card at all, there is some hope for it.
although, if the machine was struck with a spike, you might want to plug a different power supply into it. i know that if you sever the 3.3 volt from the power supply to the motherboard, the ASUS A7N8X series motherboards will still give a voice post, but the processor will not start. this could be the cause of your problem, and since power supplies are so prone to failure from power spikes, it's the first thing i would test. if you have a voltmeter, you could take the power supply out of the machine, and connect a power cord to it. then, you would be able to trigger it to start, and run voltage tests on it's leads. if you want more help with testing power supplies, i am working on a tutorial for that, and it should be up soon.
