Question Moving Mouse causes scrollbar to move, HELP!!

Hello,
I have a packard bell laptop, running Windows 98SE. Whenever I use my mouse, in all programmes from IE and Windows Explorer to Photoshop, If there is a scroll bar at the side or bottom of the screen, then ANY mouse movement within the main window makes the scroll bar move. If I move the mouse down, the bar moves up and vice-versa. As you can imagine this is impossible to work with,, especially in Photoshop, as if i move the mouse to edit an area of the image, the image moves!!!!

I have a touchpad mouse, but the problem is still there even if I use a PS2 mouse or a USB mouse, even if I use the external mouses and disable the touchpàd. I have tried everything, accesibility options, scroll lock, re-installing the driver, mouse properties.. etc..etc
Can anyone help me!!!???

are there any conflicts in your device manager. [ yellow/ red ]?
"mouse properties" in control panel are adjusted?
virus scans done?

Unfortunately, there are no conflicts,
Not only have I checked mouse properties, I have checked every option in control panel... disability settings, system and device manager, every option... even looked in the BIOS!!!
Have ran virus and spyware scans... have had the problem for several months now. Have uninstalled and disabled touchpad and tried just using external mouse, but still same problem...

I would check for updated video software. If there is not updated software, go to the device manager and delete the video driver and let Windows reinstall it.

Post back and let us know if this works or not.

This is exactly what happened to me after accidently getting my mouse wet. Even after completely drying out, it was still not working very well and episodes of mouse movement accompanied by scrollbar movement were frequent. A new mouse did the trick.
