clean install of Windows 98se

Hi, I'm new to the forum and fairly new to PCs too. I am hoping to find step by step advice on how to wipe my hard disk and reinstall my OS with a view to improving the speed of my machine and ridding it from all the errors etc. Main problems are screen freezing and not shutting down properly. I have backed up my files etc onto a portable hard drive. Any advice would be greatfully recieved.
