any time i have a computer that only wants to boot in safe mode, the first thing i look for is a loose cable, or a card that has popped partway out. (there is a "halfway out" position that will cause a computer to hang, but many times it can still boot in safe mode. many times while being lifted, the case will flex enough to allow the card to pop partyway out.)
if these don't fix it, let us know.

Does it actually say "Booting to safe mode " and then display "Safe Mode" at the four corners of the desktop? Or do you just mean that you have a really ugly display? One of the most common problems (especially with older versions of windows) is that users expect windows to contain things it does not such as the drivers for their hardware. It does not. You have to install the drivers for your motherboard, video card, sound card, etc to make them work correctly and up to full potential. Until you install these drivers all windows has is the generic drivers it uses in safe mode. So Is this your problem? If so you will need to get everest home edition at major geeks and use it to to identify the hardware (look under physical devices./ not windows devices) and then go online to find the drivers you need and download and install them http://www.majorgeeks.com/download4181.html
