I tried to defrag my hard drive ( drive c) but it will not go past 1% without returning to zero - I read on another post to close all running programs - as far as I know none are running - I also read on the same post to place computer in safe mode and then try - I don't know how to place computer in safe mode - any sugestions?

To boot into safe mode restart your PC, let the BIOS screen pass and then start pressing F8 multiple times. A little menu should come up with several options and one is Safe mode.

You probaly have something running that interupts defrag, screensaver ect!
Like Sarkast states, go into safe mode, that way you dont load any unnessarry progarms that are going to run and interupt defrag!
