Reading CD made w/Vista on Computer with Windows 98

My husband has a laptop with Windows 98, it cannot access the internet. My daughter downloaded a couple of files for him and put them on a CD with her computer that runs Vista. When he puts it in the computer with Windows 98 it looks like it is an empty disk. Please help how can we make a disc on the Vista Laptop and read it on the Windows 98 laptop.

When you burn the files on Vista, make sure you close (aka Finalize) the disk. Check the settings of the program you are using to burn the files.
