HIMEM.SYS is missing

When I boot, the Windows 98 opening screen shows, but part way through the process, I am prompted to provide the numbers from the Certificate of Authenticity, which I don't have. I do have the Master Recovery CD, but it apparently it doesn't have a boot track. When I boot up in Safe Mode and attempt to run Setup, or its equivalent, on the recovery CD, I can't access the ROM Drive. When I run WIN.COM from the DOS prompt, I get the message "HIMEM.SYS is missing", but the file HIMEM.SYS does exist. Could it be corrupted? How can I recover?
