Having Problems Booting after Recovery attempt.

Hello, I need some help, I am in a rut.

My mom's computer a Toshiba M35X-S111 got infected with so many viruses to the point where I had to try and recover the system. There were hundreds of viruses in this thing, and in the memory it self. It wouldn't let me boot from safe mode, or anything. Finally I got a m35x system recovery disc off of ebay. She didn't have one because she bought her computer at rent a center. They didn't give her one. I tried following the six steps, it was confusing. After the 3rd one "reset the hard drive", it formatted everything 100 percent. But now upon starting the computer and finishing the rest of the six steps, The computer loads, then flashes the typical windows 98 screen, then goes to this down below:

"
microsoft Windows 98
copyright micro corp 81-99

c:\>
"

I haven't been able to figure out what went wrong or what I need to enter to get it to load to the regular screen. When I started the recover, windows xp was on the system. But I believe that got erased. I don't have any backups of the hard drive at all. Is there any way I could use a basic hard drive download, or download something to put into this computer to get it to work again? Down below are some of the things that may be useful for you. I entered DIR and DIR/A to see what comes up.

Upon entering DIR, this comes up:

" volume in drive C is Toshiba
Volume seriel number is 1f1f1de5
directory of c:\

Command Com 93,890 07-08-90 3:25p
1 file 93890
0 dirs 38,136.78 mb free"

upon entering DIR/a:

"IO SYS 222,670
MSDOS SYS 6
COMMAND COM 93,890
BOOTLOG TXT 0
BOOTLOG PRV 0

5 FILES 316,566
0 DIRS 38,136.78MB FREE"

Also the six steps on the cd are these:

1. create a recovery restore disc. I didn't do 1 and 2, i clicked on 3 first which is why i think i'm having this problem. I didn't understand the disc at first.
2. recover restore the hard drive.
3. setup the hard drive
4. make the hard drive bootable
5. view all hdd partitions & size
6 exit and reboot

Any help would be very much appreciated, I am definitely stuck on this one. I'm not sure what it could be, or how I can get out of it. I think there must be away, seeing as it says windows 98, and the operating system appears to be on the machine.

In case this helps the hard drive is toshiba hdd219013ze01, mk4025gas, 045241 those are the numbers that are on the hard drive. please, i need some help, thank you!
