Operating System or Internet related?
This is pretty open or shut. What I mean is I don't need any guessing on this.
I have a problem I have never seen before. On the Computer I have the problem with you can go to type in the address box and it freezes. Keep on typing and after about twenty seconds it will finish what you were typing. After that it's ok for about 5 minutes and it does it again. I know this can't be internet related. This computer is an old 400mhz w/64mb ram intel penII. What could be my problem?

Most likely its being caused by exsesive load on the system like you said. Could also be a problem with the browser but its not Internet realted for sure.

It didn't start doing it until right before I formated the hdd and started over. It has plenty of memory? Do you think it could be the cpu or maybe even the ram?

Sounds like the CPU, do you have alot of background tasks running ?
Check taskman and see what your CPU load and Memory Free is. Also see what the size of your swapfile is set @.
