can't upgrade ie to ie6 serivce pack 2

hey....

i already downladed internet explorer 6 sp2 from microsoft and have it installed to my system.. When I reinstalled my win me (without formatting). My internet explorer was downgraded to ie 5.5. When I try to redownload ie6. It won't let me install it.. gives me a message can't install or installation not completed, asking me to close any other running programs yet, that is the only program I am running. I try rebooting and it gave me the same message.

You will need to go back to the IE homepage and download IE6, SP1.

IE6,SP2 is only supported by XP, SP2

what I mean is service pack 1.
I was able to download ie6 sp1 but it just won't install. Before I reinstall my win me (without formatting), I was able to download, used and install. IE 6 SP1. It just so happened that IE 6 was downgraded to 5.5.

And I know that win me supports ie 6 sp1 beacuse I was able to use it before. And the software is included in the microsoft update for win me.

how can i install it without an error popping up?
