After crash and reboot my monitor looks like this

Sometimes when I shut down I get a blue screen with Fatal Exception OE and OD error messages. Then I have to press the RESET button. The system re-boots and does a disk scan, but when the desktop appears on the monitor, only the top third is illuminated (see attachment). And where the bottom of the illuminated part is is flickering. A Ctrl_Alt_Del re-boot usually fixed it. What's going on?

No, it's a Dell Dimension XPS T800r desktop.

is it the same in safe mode
can you try the monitor on another computer
