I am trying to help my dad with his pc Problems He's running Windows ME
All of his desktop icons that he created are gone. The Windows default icons are the only ones there. When he tries to click on one of them he gets the following error: Your current security settings prohibit running Active X controls on this page.

Nothing happens when he clicks on the START button either.

I had him right click on My Computer and go to Explore. When he attempts to go the Local C disk, he gets the following error:

%This dir name % X % This dir path %

(Remember, I'm getting this from my dad, so I'm not seeing the errors first-hand)
he can still see all his programs on the left hand side of the explore page. When he tries to click on them or any of her documents, he gets the following message:
Your current security settings prohibit running active X controls on this page.

I also had him go into his security settings. Where it asks him to select a web content zone, it doesn't have anything to select. The custom level icon is grayed out, so he can't click on it to get to the Active x control settings.

Quick-Fix Try:
Have your father try using System Restore to restore the PC to a restore point from before this trouble started.

If I had to guess, it sounds to me like he might have tried installing a program that was incompatible with Windows Me.

p.s. ... try booting into Safe Mode to be able to reach System Restore... you might have to resort to using Safe Mode with Command Prompt --- http://support.microsoft.com/kb/279736
