Cry Startup and Shutdown Problems

Somebody please tell me what to do:

1. Anytime I start my PC (Win ME), it runs scandisk automatically, even after finishing it many times before and no errors were found.

2. Then now I have a shutdown problem:
After completing a home network by connecting my PC to laptop, my PC cannot shutdown properly. All it does is restart every time when I tell it to shutdown.

Thanks.
