Welcome to the forums!
Msconfig was not included with windows 95. If you have access to a windows 98 system you can copy the msconfig.exe file to your 95 system and then run it (even though msconfig was not included with win95 it does run) If you cannot find msconfig.exe and you need do manage start-up programs, try startup control panel, http://home.ptd.net/~don5408/toolbox/startupcpl/
