Stuck in Trusted Sites

Like everyone else, this browser has been hijacked 10 times at least
in the past 18 months (sure do miss the pre-TRASH internet) and
even after using spybot, adaware, hijack this and CSW, ie5.1 keeps
green Trusted Sites(removed them too) setting. It was on Internet,
and when I change it back from Trusted to Internet via, tools, security, it reverts back to Trusted Sites.

Anything I can do?

Try installing IE6 with the SP1 it will give better security.
