computer password?

I would appreciate if someone can tell me if I can lock my computer so it would require a password to activate it?
Can someone then tell me how to accomplish this?

I have windows 98se

I have found a place entitled passwords in the control panel. Theere is no password in it. If I put one in is this how I will accomplish the lock?
Will it ask for a password when it is turned on or what?

I think I got it myself. I put in a password and turned it off, on restart it asked for a password and then it booted up.
Silly question but you just cant change it anytime now, that would not be much of a deterrent.
