Windows Explorer error in Windows 98

This error message shows up whenever I boot up my Compaq Presario 1700 laptop running windows 98. The error message has been translated from Korean so it isn't perfect, I know.

Explorer
This program opperated wrong. Close the window.

Any ideas on how to repair this? We've tried installing Windows ME instead but it won't even boot the CD (This is the Dell "if you already have ME" cd so that may be the problem too).

If windows (explorer?) won't even load, how am I supposed to fix it or even format the disk?!

Your error mesage is very vague.

Do not try to install a Dell Win ME O.S. on this machine, you will only create yourself a heap of problems.

What you can try is a Repair Install of Win 98. You can do it in 2 ways. You can boot to the boot disk, at the command prompt type in D:\setup.exe and hit enter (D:\ being your optical drive, if this drive letter is incorrec please change to appropriate letter)
You can also boot into Windows, pop the Win 98 cd in the drive and install the O.S.
