Message SU0168 HELP ME PLEASE

I purchased a used Toshiba Satelite computer with windows 98 on it. I want to upgrade to SE so we can use the internet with it. I have purchased the 98 SE upgrade disk and the full version of 98 SE also. When I use either of the disks, I recieve the message "your computer already has an operating system installed, you need to obtain the WIndows 98 Upgrade message su0168." It is the upgrade cd! Still wont work. I am not a very skilled computer person, so when i look online for help, nothing is detailed enough or step by step to help me. If anyone has any pointers or helpful ways to fix this error message, it would be extremely appreciated. Thank you.
