cant win with win-me

Now ive managed to get my pc with xp running to some sort of substainable level so all i need to do is get the one with M.E on it working again for the kids
CANT afford a new one just yet unfortunetly.........
Anyway EVERYtime we switch it on i get this blue screen message
WHILE INITIALIZING DEVICE CONFIGMG
WINDOWS PROTECTION MESSAGE PLEASE RESTART YOUR COMPUTER
So we restart but the same thing keeps comming up.Ive been to the microsoft
page regarding the error and it gives three options...firstly to disable my external
cpu or L2 cache.....HOW
Secondly something about a video adapter that i dont THINK(?)applies to me
and lastly it tells me it could be my BIOS APM settings that are incorrect but ive
ventured in that dark place but the advanced power management thingy it talks
about fixing dosent appear to be listed anywhere hence i cant try the action it
describes......we never installed or uninstalled anything at the time this happened to it so ....Well its a really good machine even though it is ancient in the world of computers...Anyway,ive tried and failed so i`ll leave it to the
real pro`s for a change............I just keep breaking things!!!!:

These are hard error to crack, it could be anything.

Just wondering, can you boot into Safe Mode? (tapping F8 at boot)

Open the case and make sure all the adapter cards are tightly in their slots. Even taking them out and reseating may help. Also remove the ram and place back in the slot.

Lets try this
Boot the computer into Safe Mode. Click Start / Settings / Control Panel and then double-click System. In the System Properties dialog box, click the Device Manager tab. Click the plus sign (+) next to System devices. Double-click Advanced Power Management support. On the Advanced Power Management support Properties dialog box, click the Settings tab. Click to select the Force APM 1.0 mode check box, and then click OK. Restart your computer in Normal mode.

When you boot into Safe Mode are there any yellow question marks or exclamation points in the Device Manager?

Have you tried to update your BIOS? You can find out the BIOS name and version number by accessing the BIOS Setup utility the next time you start your computer.

Did you try to disable the system’s external cache? Do this by accessing the BIOS Setup utility, reviewing the settings to find the one that governs the external cache, and disabling this setting.

Do you have an AGP graphics card? Can you try a PCI graphics card to see if it resolves the issue?

My System

You may be able to change your L2 cache settings in BIOS.

Tap del or F2 on reboot until you get to your BIOS main screen....if you have an option to restore default settings, try that first and report back on any progress :-)
