MS Outlook not delivering msgs

G'day, I just reformatted my computer, and reinstalled xp. After I installed outlook, I set it up with my pop3 email acc. But it will only let me recieve messages, not send them.
Example of what it says when I try to send an email:

Undeliverable: explanation
System Administrator
To: Josh Cerecke
Sent: Tue 2/05/2006 7:08 a.m.
------------------------------------------------------------
Your message did not reach some or all of the intended recipients.

Subject: RE: explanation
Sent: 2/05/2006 7:08 a.m.

The following recipient(s) could not be reached:

'alicia' on 2/05/2006 7:08 a.m.
554 <heremailaddress@hotmail.com>: Recipient address rejected: Relay access denied

That's it. It's a report that arrives in my inbox the second I hit send and it's coming from "system" so I know it's me thats at fault. Happens when I start a new message, or hit reply. And here's the weird thing, there is one address I have discovered it works on. But I don't really want to post it on a forum, so I'm not sure how to get around that one. If someone wants me to pm it, I will.
Anyway, I have checked, double checked, and triple checked my pop3 settings, but it cant be it since one email address works. Waded through the outlook options for security stuff that might be stopping them, but can't find much either. Help would be appreciated, because it's starting to get annoying having to log into a webmail interface everytime I need to send an email.

well one major thing that changed was my isp between installs. I'm still using the old isp's email (account is still active) on the new isp. Another weird thing is that the new isp doesnt let me log onto their pop3 or smtp server for their email, but that's another issue I have no intention of being bothered to hassle them about.

My System

If you switched ISP's but you're still using your email address from your old ISP, couldn't you use the incoming server of your old ISP and the the outgoing server of your new ISP? That's how I've always set it up when using an email address not supplied by my ISP.

sweetloop is right, If you changed ISP's, try that suggestion. Incoming can be anything valid, outgoing needs to be your new ISP.

But the old ISP however old it may be, the account is still active, I can still dialup with them, and other email accounts seem to work fine, it's just from my computer. That also wouldn't explain the one email address that seems to work. I just tryed calling my isp but all the way down here in NZ we've just got round to 'unbundling' all the telco's wires, so the phones are off the hook. I'll call em later though.
