Access Reports - Display All

I have an MS Access 2007 database that tracks our network outages/downtime. I report the uptime monthly for all clients. Right now, the report is printing only for clients with outages/downtime. How do I set it to print the report for all clients so that those with no outages are reflected with 100% uptime?

Use the Query.
