open and edit office files in sharepoint 2007

Hi, am a SharePoint admin and one of my user cannot open .xlsx and pptx files in SharePoint 2007 web interface. Am sure the problem is with office or the OS rather than SharePoint. The user has Office 2007 and XP on his machine.

what does the error/message say? In other words, what happens when the user tries to open the file?

The error message says: "The Document could not be opened for editing. A Windows SharePoint Services compatible application could not be found to edit the document."

I followed instruction from article in technet library KB893698 whick asks you to register a dll, but the register fails every time when I register it.
