Outlook refuses sending pdf's

My dad's work laptop has norton antivirus (already tried with auto protect turned off) and microsoft outlook 2003. It absolutely refuses to send any PDF, regardless of size or content. it bounces back immediately from system administrator saying undeliverable

What am i missing?

Windows version?
Was the laptop previously capable of sending pdf attachments?
Has any new software been installed?
What is listed and check marked in the Add-In Manager?

That's a 650W PSU. Power Supply Info and Selection . Info on thermal compounds & application . TEST PSU USING MULTI-METER .
