outllook 2003

I am having trouble with my bosses PC telling me that his mailbox is full. Its uses a pst file stored on the local machine. How can it be full if he has it on the local machine with gigs of room on the hdd. Is it a limitation of the PST file ? Is there an easy way to increase it size or have no limit at all. I have got him to delete a lot of files to fix up the problem but he keeps a lot of emails. He does not really want to achieve them. I am kinda new to outlook I was just wondering does achieve just store them in another file seperate to the PST file and you can access them through the same outlook interface under an archive section ?

I read up that 2003 PST max size is 2 gig and 2007 max size is 20 gig. They are using officer 2007 but when I went to settings for the pst file under format personal folder it was listed as (97-2002). How do I convert this ?
