Permissions in Outlook 2003

I recently had to reformat and reload everything on my home computer. I'm not on an exchange server. I tried to set up some rules for spam removal in Outlook 2003 and get the message that I don't have permission to use the rule. I can't seem to find any way to set the permissions since I'm not on an exchange server. Can anyone tell me how to do it?

Are you running Windows Server on your home PC, or why did you mention "exchange server" ?
