URL wont work in email, outlook 2007

a client of mine has an issue in outlook 2007, under xp pro. any email that contains a URL doesnt work, instread when he clicks on it, the error message "this operation has been cancelled due to restrictions in effect on this computer. please contact your system administrator" appears. is this a security setting, or something deeper?

on what System runs the PC/Lap of your client?

unsure, i have only connected remotely to do work on his PC. if i need to find out i can though...
