Outlook 2003 help

I have set-up my hotmail account on Outlook 2003 and I block emails that I do not want in my folder, and the emails still come, but get transfered to junk email. When I select block email, I should not even get emails from that user, so why does it do that?

I do know that there is a option to set the account as safe senders only, where I can paste in emails from who I want. The problem with that is I have to write in emails from the poeple I want.

Question is what can I do to set an option or something when I block emails, they should not even come to my email at all.

I would imagine you would have to create a rule to have those senders (or Junk Mail) then have the rule send it to the Deleted Items folder.
