Excel formula quandry

I have a 4000 entry database with a query set up that returns a .xls where 1 database entry can have multiple rows. I can't access the database or change the query. I want to fix my spreadsheet to have the key (currently stored in the first row's A column) in every row of the D col.

Here is the formula I created:
=IF(OR(A3="Proposal Response 1", " "),A2,A3)

The hope was it would put the correct key value into the cell for each row. All I get is #VALUE!. So ideally in the image below instead of #VALUE! in the D column I would see 5.3.1 (5times), then 5.3.1.1 (1 time), then 5.3.1.1.1 (5 times). Any ideas? I am really pressed for time on this one.

I don't see .xls as an attachment type, so I am posting a pic.

You could use a formula in cell D3 such as:

=IF(OR(A2="Proposal Response 1", TRIM(A2)=""),D2,A2)

Modify as necessary.
