Ms Outlook 2003 Password Problem

Hi..
I am new to the group and posting my problem for the first time.
I have MS OUTLOOK2003 installed. I had given password to outlook pst file and it used to ask me password every time when I start MS outlook. Suddenly one fine day it has stopped asking me password and MS outlook is opening w/o asking for password. I have tried repairng MS Outlook, tried few MS OUTLOOK password recover utilites from web..but could not succeed.. the utility just hangs.
When I try to change the password in MS OUTLOOK -FILE-DATA FILE MANAGEMENT- SETTINGS-... and I give old password and then new password .. it says password is wrong. Can any one help me to set the passoword?

I have ms outlook 2000 in laptop & 2007 in desktop computer.

can any1 tell me how to set a password in both?

isn't it under
Tools, Options, Mail Setup, Email Accounts, View or Change existing email...., and then it would be in there.

right?
