Some Email stuck on ISP server

I am trying to help an office solve this problem. They are all running Vista and using office 2007. AT&T dsl is their internet connection. The problem is that 95% of their Email gets downloaded from the server fine, but a few Emails here and there get stuck on the server and wont download. If you use webmail you can see them, but when you use Outlook to get your mail they wont download into the inbox. Can anyone help me with this problem? Thanks in advance,

P.S. I havent been able to find a pattern in the Emails that will download and the ones that wont.

Is outlook not downloading them because the adrress is banned? Or is it listed as junk mail?

No thats the weird thing. I cleared all the banned addresses and turned all the filters off and still no go. For some reason they just wont download into outlook.
