2003 Outlook with BCM cannot load resource files

Newbie here, desperate for help. I am currently running XP service pack 2. I have Office 2003 installed as well.

I recently had a new Toshiba laptop with Vista Home Premium crash from a hard drive failure. This caused me to reload all of my info onto an older computer (this one) with XP.

Since then, I keep getting the following error. "Cannot load resources from resource file." This happens when I go from my contacts into my email. This causes Outlook to automatically close. I never had any problems until I imported all of my info from Vista to XP.

I've read other forums and have done the "detect & repair", "change/remove hardware" and reinstalled outlook. Nothing seems to work.

One other interesting quirk I noticed since the problem began. When I enter a new contact, Outlook no longer automatically separates the number. An example would be (555) 555-5555. Now it just leaves the number as a run on. Just an FYI.

Thanks in advance for all of your help.
