Cannot send attachment in outlook 2003

I get the following error message

Can't create file: Filename.xls. Right-click the folder you want to create the file in, and then click properties on the shortcut menu to check your permissions for the folder.

I have checked permissions and all seems to be fine.
run detect and repair in outlook.
Moved the file to another location still the same result

Can we get a screenshot of the error message? Just hit ALT-PrintScreen, open Paint, paste it, save it as a JPG or PNG, and attach it here.
