Excel help: Keeping the same .txt format?

Hi, I'm a beginner in Excel. Problem is, I'm using Simply Accounting Premium 2007 to export price lists. The exported list is a .txt file in this exact format:
Code:
14001,1,Price Lists
Currency:,Canadian Dollars

Part Code,Description,"Regular","Preferred","Web Price","Modal Rp.","Modal US$",
"3M_DT-12","3M Double Tape 12 mm X 5M",25000,25000,25000,19000,0,
"3M_DT-18","3M Double Tape 18 mm X 5M",30000,32500,32500,27000,0,
"3M_DT-24","3M Double Tape 24 mm X 5M",38000,37500,37500,30000,0,
If the list is not in the above format, the program won't be able to import it. Is it possible to edit this in an Excel spreadsheet and saving the file in the exact same format, with all the quotes and commas? I'm using Excel 2007. I've tried both tab delimited and fixed width, but somehow the resulting format is messed up, usually with either tab spaces or extra quotes. Actually, anything besides Excel will also do, as long as I can edit the list easily and efficiently. Thanks in advance.
