Strange problem with Microsoft Outlook

I recently built a new system running XP Pro with Office XP. I have setup my Outlook and verified that I can connect to my e-mail account and retrieve my mail. I have two e-mail accounts setup in Outlook and the settings for both accounts are correct and work.

Here is the rub. I can only connect to the incoming POP3 server if Outlook is the first program I start after loading my profile on Windows. ( I have 5 user profiles setup on this machine). If I run any other program, like IE or something, then I start up Outlook, it won't connect to the incoming POP3 server. It times out.

I have tested both accounts in Outlook using the TEST ACCOUNT SETTINGS tool. when it fails, the test shows that Outlook is findng the outgoing and incoming POP3 servers, but it failed to log into the incoming POP3 server.

I am also running Norton Internet Security, but I am pretty sure I have told Norton to always allow Outlook through the firewall. Anyone have ay ideas ?
