Outlook 2000 problem

After reinstallation of Office 2000 with Outlook 2000 I'm having a time setting up an account.
Under 'Tools' there isn't an option for 'accounts' or 'e-mail' accounts.
How in the world can I set up Outlook 2000 to handle e-mail it I can't access or establish an account?
I had this same software on another computer and it worked fine.

you said that you re-installed your office
actually i didn't seen something like that before
and you said that your compy of office is fine because it works fine with another computers
let's try something before re-installing
start the Outlook Express then add your e-mail account and finilize the all steps
then close it then run the Outlook 2000
it should tells you that it found another e-mail account and asks you if you want to import this account or not
otherwise try to use another copy of microsoft office to install
