IE not working, firefox is fine

I just recently reinstalled windows xp and now my IE isn't working. It says the web page you requested is not available offline. It also asks Connect or stay offline. Connect brings up to this dial-up thing, but i have high speed. Firefox works fine and everything else works good. Everything except Microsoft Related software that requies internet, such as MSN messanger setup.exe that requires downloads and installing Windows Media player. I tried reinstalled IE, but that also gives me an error message, it says Setup was unable to download information about available installation sites, Setup may have been unable to migrate your current proxy settings. Click Advanced if you know your proxy settings. I ran IEfix, deleted temportary files and cookies, reset IE settings to default. I have this CD that came from my ISP that includes IE 6 and i tried to install it, but all these error messages came up saying i dunt have those files. Oh and im installing version 6 because 7 requires SP2, but it doesn't work for me.
What can i do? is there a full package IE installer that installs IE directly.

Is IE6 installed? If so Run the System File Checker

Go to the Run box on the Start Menu and type in:

sfc /scannow ( sfc if not reconized)

This command will immediately initiate the Windows File Protection service to scan all protected files and verify their integrity, replacing any files with which it finds a problem. You will need your Windows cd.

yes IE is installed from before the reinstallation of XP. I ran the scan, but i nothing changed.

I unchecked Work Offline in File tab and i type in a website and brings up the dial up connection pop up. When i leave it offline and i reopen IE it doesn't ask to connect or stay offline it just asks to conenct to dail-up. Doesn't help
