Browser Highjack?

I'm trying to fix my moms computer and every website that I check looks "unfinished" . I'm not sure if this is a browser highjacking, spyware, the moniter or if it's the firewall on this computer.

All website pages are missing images,colors and the fonts are set rather large. I've tried everything that I though possible to fix it.. so I'm hoping someone can help.

Oops.. she's running Windows XP I've tried running Ad-Aware and Spybot in safemode and regular. I did cleanup but I haven't done the HJT log yet. I'm going to do that now.
