home page...not working

hey,...
just recently...i don't know how but whenever i click in IE on my desktop, it doesn't come up with my homepage, but with this:
C:\WINDOWS\system32\msblank.html

i go to the properties and set my homepage to what i want it to and click apply....still doesnt work...then when i check properties againn, i see that it has been changed back the html above

i can still go to any website..it's just i dont want to keep that blank document as my homepage.. also, i have an IE icon in my Start up menu...and whenever i click on it, IE doesnt open

why is this?

thanks
