Cannot display webpages using IE - res://c:\windows\system\shdoclc.dll/dnserror.htm

I am trying to help a friend solve a problem whereby IE will not display any webpages.The bottom left of the IE page (where it normaly says eg 'Opening page http://www.google.com' displays 'res://c:\windows\system\shdoclc.dll/dnserror.htm'. We have ran Norton Antivirus and Ad Aware, both with the latest definiton files and in both Normal and Safe modes - Ad Aware usually picks up one or two low risk items while Norton has not found any issues. The PC is getting an IP address and Outlook and Netscape are both working fine.

How can I go about repairing or reinstalling IEV6 on XP SP2 or should I consider this option?? I have also posted the result of a Hijackthis scan - maybe somebody can see something obvious that could cause this issue.
