Have you tried unchecking 'reuse windows for launching shortcuts' in tools>internet options>advanced? Also, you can try adding the 'new' switch to the IE shortcut, right click on the shortcut>properties and add [space] -new at the end of the target box.

Iexplorer -new switch - didn't work

Iexplorer -new switch - didn't work
I tried this switch and target would not take it - What should it look like?

Also, I keep unchecking the reopen in same window and IE keeps putting it back to that default.

Any other ideas would be appreciated

My System

if you hold shift when you click the link it should open in a new window.

(not a cure, more of a workaround)
