Save Target As... disabled

My Save Target As... option in the right-click pop-up menu is constantly disabled. I figured there is probably a setting to enable it again, but if there is one I can't find it anywhere.

I tried downloading and reinstalling IE, but this did not make a difference.

I figured it might be a spyware problem, but i'm using Microsoft AntiSpyware and my system is showing as spyware free.

Any ideas?

BTW i'm running IE6 on Win2000.

Yeah downloads are fine, and I checked the security options and downloads are definitely enabled.
