DEP shuts down IE in Email

I have a Vista operating system and IE 8. When I try to send email, I get a message that DEP has shut down IE. This just started last Friday. I can go to internet sites and browse (and send this message!) - I just can't send email. Fairpoint says this is an IE problem, not DSL, so their email support can't help. I ran a Norton full scan and everything looks good. What do I do to be able to send email again and still keep my computer safe? Thanks!

Update - it's now doing it when I try to read mail, too!
