IE8 no favorites, & cannot create new fav - ini file

Vista, using ie8
While back sent laptop in for service
When it came back Favorites were gone AND I could no longer create favorites
Also, all existing favorites are gone
In IE8 Window, only icon for Favorites displays, previously next to it was an icon for AddFavorites(star with green +)

I keep a backup of favorites and placed it where IE8 retrieves from - nothing.

The main thing I did notice is there used to be an ini file in the folder where the bookmarks were (not 100% sure about this) ... somethings leading me to believe it may be related to missing ini file.

Anyway, anyone know how I could resolve this?

Oh, when I contacted HP about this they told me to send it back in - I don't think I should have to mail a laptop somewhere to resolve this.

Any help would be much appreciated.
