IE 8 no longer asking if I want to connect

I am using IE 8 on Windows XP.
Every once in a while something happens where IE decides to stop bringing up the Dial-Up connection pop-up that asks me whether I would like to connect or remain offline.
I have found this extremely handy: to type an address and then be automatically asked to connect.
I realise that its not the end of the world, but I can not seem to find a way to fix this.
I have tried going into Control Panel->Internet Options-> Advanced and Resetting IE but the only way that seems to fix this is to perform a System Restore to when IE 8 was not on the system and then re-download and install it.

I'm not sure what causes this problem every couple of months, but I suspect that it happens when I get disconnected while IE is busy.
Is there a simple way to bring my beloved pop-up back?

Try going to internet options then go to connections tab then under it there's a white box and make sure your dial up connection is there listed then make sure you select "Dial a connection whenever the connection is not present." and check also if you have your default dial up connection there listed as default.
